He has attended South Shields Grammar-Technical School for Boys in the period between 1959 and 1967. He then went to Exeter College, Oxford, reading Philosophy, Politics, and Economics (PPE), from where he completed his B.A., M.Phil. and D.Phil.
He has taught politics at the University of Essex, Jesus College of Oxford, and the University of Oxford.
