Goetz was born in 1966 and grew up in the Midwest and obtained his bachelor’s degree in electrical and computer engineering from the University of Cincinnati. After that, he went to Stanford University and received a master’s degree in computer science.

Goetz worked at Bay Networks as a vice president until leaving in 1996 to co-create a software firm called VitalSigns. In April 1997, Goetz raised $5.5 million from Sequoia Capital and Austin Ventures with co-founders Rajiv Batra and Monty Kersten.
NetMedic, a “browser companion” application, was published the same month, allowing users to discover and remedy network performance issues. International Network Services bought the company in October 1998. Goetz joined the venture capital firm Accel after the sale.
