Perry was born Peretz Bernstein on 29 March 1959, and his birthplace is Queens, New York. He commenced his education at Woodmere, Long Island and later moved with his family to Florida’s North Miami Beach when he was a teenager.
Farrell was born in a Jewish family where his father worked as a jeweller, and his mother was an artist. His mother committed suicide when Perry was three years old, and he sang about this event in the songs “Twisted Tales”, and “Then She Did”. After graduating from high school, he moved to California, where he lived in his car and worked as a waiter and a constructor.

In 1981 Farrell was the frontman of a band that went by the name of Psi Com which was based in Los Angeles. The band broke up in 1985, and it was at that time that he met Eric Avery and the two began jam sessions that later became the initial foundation of Jane’s Addiction.
