Rod was born in Chicago, Illinois. His father Radislav, was an immigrant steel plant laborer from a village near Kragujevac, Serbia, and his mother, Mila, was a Bosnian Serb who was initially from Gacko, Bosnia, and Herzegovina family. He has a brother, Rob, who worked as a fundraiser for Rob in his later Political Career.
During his childhood, he worked odd jobs to help the family pay bill as a shoe-shiner and pizza deliver bore before working at a meatpacking plant. Later on, he worked for the Trans-Alaska pipeline system as a dishwasher to raise enough money for his university costs.

Rob started off as an amateur boxing career that spanned for 13 months that included Golden Gloves competition. He fought most of his matches at the St. Andrews Gym in Chicago’s Northside after an exclusive training in Chicago’s Park District under Jerry Marzullo.
In 1974, he began fighting in non-tournament as a 160-pound middleweight, and after a complete experience fighting Patrick McAlinden, Leonard Bassuk, and Ronald Dimino, he joined the local Golden Gloves Boxing Tournament. In 1975, he won his opening night match at St. Andrews Gym in the middleweight division, which enabled him to advance to the next round. He lost to Patrick Porter in the next night, and he retired from amateur boxing.
He became the criminal prosecutor at the Cook County State Attorney’s office, where he turned to politics. He presented the 33rd Statehouse district in the Illinois House of Representative, where he mostly made laws and order policies.
